Gosto da expressão lixo é matéria-prima fora do lugar. Nos últimos anos, tenho me sensibilizado com a crescente organização do Movimento Nacional dos Catadores de Materiais Recicláveis. Hoje (19/7/2014), mostraram força: mais de 200 lotaram auditório do Sindipetro, no Centro do Rio, em encontro promovido pelo deputado estadual Carlos Minc, para reivindicar do candidato a governador Lindberg Farias que, se eleito, coloque o apoio ao trabalho de reciclagem de lixo no centro do seu programa de governo.

 

Num estado em que as prefeituras – que são as responsáveis por cuidar da coleta e destino adequado do lixo urbano para tratamento – ainda dão pouco apoio a esse importante trabalho, fiquei impressionado com o dado de Claudete da Costa, uma respeitada líder do movimento: nos 92 municípios fluminenses, já existem 10 mil catadores e catadoras de materiais recicláveis organizados em cooperativas.

 

“Nossa categoria não está querendo esmola, somos profissionais. Nós queremos é que o senhor reconheça nossos direitos se for eleito governador”, disse Claudete. Palmas para ela, para o Tião Santos, Docinho e tantos outros catadores que lutam pelo reconhecimento social do valor inestimável do seu trabalho.

 

O apoio que cooperativas, associações e entidades do setor deram ao evento de hoje à tarde se explica pela relação histórica de Minc com cooperativas de catadores. Quando a Comlurb, por exemplo, ameaçou deixar na mão os catadores do antigo lixão de Gramacho, que estava para ser fechado pela Prefeitura do Rio, Minc articulou – quando era secretário estadual do Ambiente – uma série de iniciativas para apoiar a continuidade da atuação desse pessoal; que ficaria sem função.

 

Daí, por exemplo, nasceu o pioneiro Polo Reciclador de Gramacho, inaugurado no final do ano passado, que já reúne o trabalho de 200 ex-catadores – com a meta de atingir 500 a médio prazo. “Catadores e catadoras que antes trabalhavam em meio a ratos e mau cheiro, agora têm direito a uma vida profissional digna, atuando em local limpo, coberto e com modernos equipamentos, que agregam valor aos materiais que comercializam”, diz Minc.

 

O destino adequado do lixo gerado em todo o território estadual está praticamente equacionado. Em 2006, a situação era dramática: apenas quatro das 92 cidades fluminenses destinavam seu lixo para aterros sanitários – 9% do total dos resíduos gerados no estado. No início de 2014, quando Minc deixou a SEA, 62 cidades já estavam descartando seu lixo em local ambientalmente adequado – representando 92% do lixo produzido nas cidades fluminenses.

 

O grande desafio agora é fazer com que as prefeituras – responsáveis por cuidar do lixo urbano – apoiem cada vez mais o trabalho prévio de coleta domiciliar de materiais recicláveis, estimulando a cadeia da reciclagem e diminuindo, assim, a quantidade de lixo encaminhada para aterros sanitários.

O gueto das UPPs

As UPPs estão fazendo água. Não sou contra as UPPs. Nenhum carioca bom da cabeça pode ser contra as unidades de Polícia Pacificadora instaladas até agora em 38 favelas do Rio. Mas o projeto se aproxima perigosamente de um beco sem saída, por conta da carência de políticas sociais que melhorem as condições de vida dessas populações. Em especial, de um projeto de reforma urbanística que altere a maneira de morar em favelas. Com o apoio de empresários e lideranças comunitárias, os governos estadual e municipal do Rio precisam liderar e articular planos urbanísticos e arquitetônicos que redesenhem mais as favelas, que deem dignidade de moradia, possibilitando uma eficaz política de segurança pública.

A “pacificação” de algumas das mais de mil favelas cariocas embalou a velha quimera de que mais segurança se conquista apenas com mais policiamento. Resultado: o governo estadual se meteu numa armadilha. Na medida em que a população clama por mais e mais UPPs, promete mais e mais UPPs; anunciando que serão 45 até o fim do ano. Como não é barata a contratação continuada de milhares e milhares de policiais militares, o governo pode estar montando uma bomba relógio orçamentária de grande potencial de estrago.

Uma das bases do sucesso das UPPs – que se derrete a olhos vistos – é a questão psicológica, de apoio dos moradores aos novos moldes de policiamento. Veio dando certo a tática de ocupação territorial, com centenas de PMs atuando, em turnos, em cada UPP, a partir de bases espalhadas pela favela – coibindo assim a venda de drogas e ações mais ostensivas do tráfico armado. E com o contato com novos policiais, supostamente treinados para uma relação mais social, educada, moradores vinham respirando mais aliviados.

Vinham. Não dá para apostar no sucesso desse projeto de segurança sem haver um redesenho das favelas. Os becos, as vielas estreitas e sem sol, a umidade, o esgoto a céu aberto, a falta de dignidade de moradia são um prato cheio para o crime; para o combate armado. Por outro lado, o Estado não encontra espaço para suas ações sociais mais básicas, como a circulação dos veículos de serviços públicos e obras de saneamento. A criação de ruas e praças arborizadas, parques, polos esportivos é essencial não só para o bem-estar das pessoas, mas também para a ação do aparato de segurança. Na falta de investimento nessa realidade dos sonhos, temos policiais cada vez mais tensos, temerosos de algum ataque do tráfico na viela mais próxima – e que acabam ficando mais brutos com moradores, minando a moral psicológica das UPPs. Por sua vez, os traficantes, que não são bobos, voltam a investir em badernas e tiros, amplificando esse desgaste.

Como os terrenos ocupados em geral não têm áreas de expansão, e o direito de moradia é inquestionável, a criação de espaços de circulação da cidadania passa pela verticalização das favelas – com a construção de dezenas de prédios de pequeno e médio porte (nada da pesada estética de conjunto habitacional!) no lugar de milhares de casinhas. Se a sociedade quer mesmo enfrentar a sério a questão da segurança pública nas favelas, precisa centrar em ações de elevação da autoestima dos moradores, do seu orgulho de moradia, de viver num lugar mais agradável, que estimule uma boa relação comunitária. Mais escolas, postos de saúde, cultura, mais empregos, tudo isso é muito bom – aliás, bom para todos nós. Mas a base do projeto de pacificação tem que ser a reforma urbanística das favelas.

Sim, é um desafio caro – e complicado – de se fazer. Mas precisa ser feito. É impossível que tenha sucesso qualquer política de segurança em favelas se 1/3 dos 6,3 milhões de cariocas continuar a viver empacotados assim. Sem o orgulho de moradia, não há exército que dê conta de um mundo de frustrações psicológicas e financeiras. As favelas com UPPs vivem sob paz aparente. O projeto de pacificação não terá futuro enquanto o morador sentir na pele um estigma social perverso, reforçado no Rio dos anos 1990 para cá: morar em favela é como morar num gueto, numa espécie de Faixa de Gaza Carioca. O projeto das UPPs está por um fio, com tudo para se transformar no policiamento tradicional, corrupto e truculento de sempre. Pior: num engodo politiqueiro e problemático de ser bancado pelo Estado.

CÉLIA RESENDE - PIONEER IN THE INTRODUCTION OF TVP (PAST LIFE THERAPY) IN BRAZIL

Psychotherapist since 1990, Celia Resende is one of the precursors of past life therapy in Brazil. Writer with five published books,Celia Resende holds lectures in Brazil and abroad, as well as courses for Unipaz/Sul since 2004.

Her multidisciplinary career includes, at the age of 19, the foundation of the brand and boutique Fragile in Ipanema, foundation of the brand and boutique Fragile in Ipanema, in the Southern Area of Rio de Janeiro. This business initiative was a partnership with the architect Carlos Veiga and the artist Adriano de Aquino, who made history in the early 1970′s, as one of the mainly responsables for the behavioral fashion adopted in Brazil at that time.

Three years later, Célia Resende went to Paris, where she studied Buddhist psychology, participated in Lacanian’s cartels and transpersonal psychology courses. Back to Brazil, Célia studied Scientology with Meachean Magdalene. In the Zen Center of Houston, Texas (USA), she learned meditation practice and also made a projectiology course with Waldo Vieira.

In Brazil, Célia worked as art director for advertising, made costumes for theaters and participated in the founding of the Casa de Cultura Laura Alvim in Ipanema, created by the anthropologist and then State Secretary of Culture of Rio de Janeiro, Darcy Ribeiro. Since the inauguration of this important cultural center at the Southern of Rio in 1980, Celia Resende coordinated the department of film and video, also creating international cultural projects.

At the same time, she deeply studied Kardecism taking part in materialization spirits groups for healing at Home of Frei Luiz and at the Prayer Group, during 10 years.

In 1985, Celia released her first book Mangue (Mangrove) published by the  Secretary of State of Science and Culture of Rio de Janeiro. The book was based on the screenplay Mangue, a pioneering documentary that gave voice to prostitutes of this former prostitution area in Rio de Janeiro – and won the award for Best Screenplay of the XII Festival of Brasilia in 1979.

The second book published in 1999 by Editora Record (Publisher Record), deals with clinical experience with TVP (Past Life Therapy), which discusses the basis for the new chain of transpersonal psychology.

Launched in 2003, his book “Nascer, Morrer, Renascer” (Birth, Death, Rebirth) reveals the experiences of seven patients who returned to the past to understand their trajectories of failures and successes until the current life.

“Siga em Frente” (Carry On), her third book published in 2007, helps to understand the tripod of fear, anger and guilt, and how it has a negative impact on human behavior.

In 2011 the book called “Sindrome do Panico tem cura” (Panic Disorder has a cure), a thorough research of the causes and possible cures for phobias and panic disorders that increasingly reaches more people around the world, was published. According to her, self-discovery in TVP sessions with homeopathy, meditation, yoga and healthy diet can cure this evil  that criples great part of the humanity.

To Celia Resende, “self-discovery is the key to a better life. Who we are, where we came from and where we are going are issues that affects humanity. Although not all the answers can be found, it’s actually worth to dig deep inside and find some of them.”

Ronie Lima

Journalist and writer, the environmentalist and scholar of spiritual phenomena Ronie Lima currently holds the position as the head of the Communications Office of the Secretary of State for the Environment in Rio de Janeiro, Brazil.

Jornalist since 1980, Ronie Lima worked for 18 years as a reporter and editor in some of the mainstream Brazilian’s press media – Folha de S. Paulo, Veja Magazine and Jornal do Brazil.

In the early 1980´s, the journalist was one of the pioneers to dedicate attention towards the environmental coverage in Rio de Janeiro. Since 1999, Lima works as a press officer in the environmental area. From 2008 to 2010, Ronie Lima held the position of head  of the Environment Ministry’s Communication Department.

In 1996, as a writer, Ronie Lima launched the first of his five books published in Portuguese so far: the fiction Rio Bandit – A Sub-Urban Report, based in true events about the rotten powers of the press, the governments, the businessmen and the Rio de Janeiro’s elite society.

Since the late 1980s, the scholar has been dedicated to researching the phenomena of spiritual healing and experiences of past life regression – work that earned a book trilogy on the physical effects of phenomena, such as the materialization of spirits:

Os Médicos do Espaço (The Space Doctors) – Luiz da Rocha Lima and the Lar de Frei Luiz, released in 2000; A Vida Além da Vida (Beyond Life), 2005; and Os Caminhos Espirituais da Cura (The Spiritual Paths of Healing), published in 2010.

The study of spiritual healing phenomena – based on his own experiences in more than 150 sessions of spiritual materialization – crowns the trajectory of this Brazilian researcher. His comprehensive descriptions and analysis on the subject – that explains this phenomenology in the light of reason – are presented in the book Beyond Life.

MANGUE – MANGROVE

manguePublished in 1985 by the Secretary of State of Science and Culture of Rio de Janeiro, the book   Mangue (Mangrove) gathers text and photos of the medium-length documentary Mangue, produced by Celia Resende. The film won the award for Best Screenplay at the XII Festival of Brasilia in 1979. Filmed in 1978, during the process of expropriation of Mangue area´s houses, known area of prostitution that existed in Cidade Nova, downtown of Rio de Janeiro, the documentary was pioneer in Brazil in the way that he gave voice for the first time to prostitutes. In a direct conversation with the women who had prostituted, Celia Resende reveals a dark universe, a hidden side of the society. The interviewees tell without reservations of where they came from and the struggle to survive in a world of oppression where mingled pimps, police and clients with various sexual perversions.

The writer and journalist Ronie Lima has five published books – three of them dedicated to the spiritual theme: The Space Doctors – Luis da Rocha Lima and the Lar de Frei Luiz; Beyond Life – a journalist in the spirits materialization’s world reports real stories and experiences of spiritual healing; Os Caminhos Espirituais da Cura (The Spiritual Paths of Healing) – Phenomena of Incorporation and Materialization of Spirits, Past Life Regression, Self-reform and Inner Strength.

3_medicosdoespacoIn 2000, Ronie Lima launched the book The Space Doctors – Luiz da Rocha Lima and the Lar of Frei Luiz – which is already in the sixth edition. In his first book about the spiritual healing phenomena, the  journalist and writer detailed reports the work of the spiritualist Rocha Lima in order to raise the Lar of Frei Luiz, in Rio de Janeiro, in honor of the Franciscan friar who lived in the Petropólis, Região Serrana (highland) of the Rio de Janeiro State, and that, at the moment he was passing to the spiritual world, gave him the mission to build a boarding house for needy child.

However, Ronie Lima goes further in his text and also reports the healing operations performed in the spirit center of Lar de Frei Luiz, in the neighborhood of Jacarepaguá, Western area of Rio de Janeiro city, not only through mediums, but also realized by materialized spirits.
